When Adoption Turns Into Trafficking

For years, some couples in Singapore believed they had completed lawful adoptions and were raising children whose documents had been properly approved. Then an investigation in Indonesia revealed that some of those babies may have been obtained through a trafficking network. Families who thought they had followed the rules were suddenly forced to confront an almost unimaginable possibility: the child they loved may have entered their family through a crime.

On July 21, an Indonesian court convicted 19 people involved in selling at least 34 babies between 2022 and 2025. Some of the children were sent to Singapore. The court imposed prison sentences ranging from three years and four months to seven years. The convicted group included brokers who recruited babies, people who cared for them temporarily, and individuals involved in falsifying documents.

According to evidence presented during the proceedings, the network operated under the appearance of adoption. Brokers approached biological parents, while other participants allegedly posed as the babies’ mothers. Birth certificates and family records were altered to conceal the children’s origins. Once the documents appeared genuine, the babies could pass through official procedures and eventually be adopted by families who may not have known how they had been obtained.

The cross-border element made the scheme especially profitable. Court testimony indicated that at least 12 babies were sent to Singapore and offered for between S$17,000 and S$21,600 each. Yet biological parents reportedly received only a small fraction of the money. The large difference was absorbed by brokers and other intermediaries who turned the adoption process into a commercial supply chain.

The case has also raised difficult questions in Singapore, a country known for strict laws and administrative controls. More than two-thirds of Singapore’s adoptions involve children born overseas, so the system already includes checks on foreign documents and adoption agencies. Nevertheless, forged records may appear authentic when several participants cooperate across borders. Indonesian and Singaporean police have been working together on the investigation, while Singaporean authorities have said that adoption agencies and prospective parents must carry out proper due diligence.

Responsibility is not necessarily shared equally by everyone involved. A broker who knowingly buys a baby, an official who fabricates a birth certificate, and a couple who relies on apparently legitimate documents occupy very different moral and legal positions. Some adoptive parents may themselves have been deceived after paying an agency and receiving government approval.

However, describing adoptive parents only as victims may also be too simple. International adoption requires unusual caution because the child cannot explain where he or she came from. Prospective parents may need to ask not only whether the paperwork has been approved, but also whether the child’s history has been independently verified and whether payments are transparent.

The convictions answer one question: an organized trafficking operation existed. They do not resolve what should now happen to every child or family affected by it. A legal-looking adoption can conceal an illegal beginning, and discovering the truth years later may create new victims rather than restore the situation that existed before the crime.
