Artificial intelligence is creating enormous demand for data centers. These facilities contain thousands of powerful computers that train AI models, process vast amounts of information, and provide cloud services used around the world. However, these power-hungry facilities require enormous amounts of electricity, placing growing pressure on existing energy systems.

Meeting that demand is expensive. Expanding grid capacity, constructing new transmission lines, and building additional power generation require billions of dollars in investment. This raises a fundamental policy question: who should bear these costs? If utilities simply pass the cost on to all customers through higher electricity bills, ordinary households may end up cross-subsidizing infrastructure built primarily for some of the world’s most profitable technology companies.

Some governments are beginning to challenge that model. Australia recently announced that new large-scale data centers must underwrite the infrastructure they require, including new power generation and grid connections. The goal is to prevent existing residents and businesses from bearing a disproportionate share of the financial burden created by AI expansion.

Supporters argue that this approach is only fair. Companies that reap enormous financial benefits from AI should also pay for the infrastructure that makes those profits possible. Otherwise, firms may effectively externalize costs, leaving local communities to pay higher electricity bills while receiving only indirect economic benefits.

Technology companies, however, see the issue differently. They argue that data centers create jobs, increase tax revenue, and stimulate long-term economic growth. From this perspective, investing in power infrastructure resembles building highways, airports, or ports—public assets that support economic activity well beyond the companies that initially use them.
