On October 30, Binance announced that about $3 billion of the $6.3 billion stolen had been frozen. By November 1, the company reported that it had replenished roughly 95% of the missing assets using its own resources. That might sound as if most of the stolen money had been recovered. But replacing customers’ assets is not the same as getting stolen coins back, and freezing coins does not mean returning them. So where was the stolen money, and why couldn’t investigators simply take it?
Imagine a thief leaving footprints that can never be erased. On a blockchain, every transfer leaves a permanent public record. Investigators can follow the money from one digital address to another, sometimes within minutes. But these addresses do not carry people’s names. Cryptocurrency is often pseudonymous: the movements are visible, but the identities behind them may not be. Knowing which wallet holds stolen funds is not the same as having the power to open it.
Yet investigators did manage to stop billions of dollars from moving. How? Much of the stolen money consisted of stablecoins, digital currencies designed to maintain a steady value, usually around one US dollar. Unlike Bitcoin, stablecoins such as USDT and USDC are issued by companies. Their issuers, Tether and Circle, can put a hold on tokens held at particular addresses, preventing further transfers. After the theft, Binance worked with law enforcement agencies, blockchain investigators, and asset issuers to freeze stolen funds. Tether froze approximately $1.57 billion, while Circle froze more than $800 million. The frozen tokens could remain in the hackers’ wallets, but the hackers could no longer move them.
Bitcoin operates on its own blockchain, while Ether is the cryptocurrency of the Ethereum network. Unlike stablecoins such as USDT and USDC, neither has a central issuer that can freeze it in the same way. Once a transfer has been confirmed, investigators cannot simply reverse it. An exchange can block stolen Bitcoin or Ether if the thieves try to deposit it there, but coins kept in wallets controlled by the attackers may remain out of reach. This difference gives criminals an important advantage: some digital assets are much harder to stop than others.
This gave the hackers a possible way to escape a freeze. If they could exchange stolen stablecoins for Ether before the issuers blocked them, the resulting Ether could no longer be frozen by those issuers. On October 31, the FBI attributed the Binance theft to North Korea’s TraderTraitor group and reported that the attackers were swapping stolen assets mainly for Ether. Such exchanges do not erase the blockchain record, but they make intervention more difficult. And even if the thieves manage to keep billions of dollars in cryptocurrency, another problem remains: how can they turn it into money they can actually spend?
To cash out, criminals must find ways to exchange stolen cryptocurrency for ordinary money or use it to pay for goods. Past North Korean cases show how difficult—and complicated—this can be. In 2023, the US Treasury identified brokers in China and Hong Kong who had helped convert millions of dollars’ worth of stolen cryptocurrency into regular money and arrange payments to companies abroad. But processing billions of dollars without attracting attention is a much greater challenge. In 2022, blockchain investigators identified about $170 million in stolen cryptocurrency linked to North Korea that had not yet been laundered, some of it held for years. The thieves may sometimes have to sit on stolen assets rather than spend them. The Binance case shows that stealing billions, hiding billions, and actually using billions are three very different challenges.
