Who Is Andy Burnham, Britain’s New Prime Minister?

Andy Burnham became Prime Minister of the United Kingdom on July 20, 2026, after Keir Starmer resigned. Burnham had become leader of the Labour Party three days earlier. Because Labour still held a large majority in the House of Commons, Britain did not need to hold another general election before changing prime ministers.

For Burnham, the move to Downing Street marked a return to national politics. He was first elected to Parliament in 2001 and later served in several government positions, including culture secretary and health secretary. He also ran twice for the Labour leadership but was unsuccessful. In 2017, he left Parliament to become the directly elected mayor of Greater Manchester.

At first, leaving Parliament for a regional position could have looked like a step down. Instead, the move helped Burnham build a different kind of political career. As mayor, he could focus on practical local issues such as transportation, housing, public health, and economic development. He also became known for arguing that too much political and economic power was concentrated in London.

One of his best-known projects was the Bee Network, an integrated public transportation system for Greater Manchester. Under the project, local authorities took control of bus routes, fares, and service standards instead of leaving all important decisions to private operators. Greater Manchester became the first English region outside London in almost 40 years to return its buses to local control.

The Bee Network helped establish Burnham’s reputation as a politician interested in visible results. Rather than discussing devolution only as a constitutional idea, he connected it to everyday questions: Can people travel to work easily? Are buses affordable? Can local leaders respond to problems without waiting for decisions from London?

Burnham also became nationally prominent during the COVID-19 pandemic. He publicly challenged Boris Johnson’s government over the financial support offered to communities in northern England when stricter restrictions were imposed. His willingness to confront the central government contributed to his popular nickname, the “King of the North.”

His political image is therefore closely connected to devolution—the transfer of power from the national government to regional or local authorities. As mayor, he repeatedly called for cities and regions to receive greater control over transportation, housing, skills, health services, and investment. His rise to national leadership has made this regional agenda increasingly important to the direction of the British government.

Burnham is often described as a pragmatist. A pragmatist focuses on solutions that appear to work in practice rather than following a fixed political theory in every situation. For example, bringing buses under public control may be considered a left-wing policy, but Burnham presented it mainly as a practical response to unreliable and fragmented services.

That does not mean his record is free from debate. Supporters see him as a leader who listens to local communities and understands public services. Critics question whether policies developed in Greater Manchester can work across the entire United Kingdom. Others will watch whether his warmer and more direct political style can produce lasting results at the national level.

Burnham’s path to Downing Street was also unusual because he was no longer an MP when the possibility of becoming Labour leader emerged. In Britain, a prime minister is normally a member of the House of Commons. Burnham therefore had to return to Parliament. He won the Makerfield seat in a by-election in June 2026 and was officially serving as an MP before becoming Labour leader and prime minister the following month.

His story illustrates two important features of British politics. First, regional government can provide a route back to national power. Second, under a parliamentary system, the governing party can replace its leader—and therefore the prime minister—without immediately asking the entire country to vote again.

Andy Burnham built his national reputation partly by arguing that Britain should not be governed only from London. Now that he leads the government himself, he must show whether ideas developed in one northern city-region can become a convincing programme for the whole country.
