When Qatar prepared to host the 2022 FIFA World Cup, the country came under intense international scrutiny over the treatment of migrant workers. Stadiums, roads, hotels, and other infrastructure depended heavily on foreign labor, while critics argued that the kafala system gave employers too much control over workers’ lives. One of the most important changes concerned the No Objection Certificate, or NOC. In the past, a migrant worker generally needed the current employer’s approval before moving to another employer. In 2020, Qatar removed this requirement. Workers could change jobs after giving the required notice, without first receiving permission from the employer they wanted to leave. Qatar also removed exit-permit requirements for almost all migrant workers, meaning that employers could no longer normally decide whether workers were allowed to leave the country. The International Labour Organization described these changes as dismantling some of the most restrictive elements of kafala. (国際労働機関)

The reforms were not only symbolic. From September 2020 to October 2023, more than 669,000 applications to change jobs were approved, according to the ILO. Qatar also introduced a non-discriminatory minimum wage, strengthened its Wage Protection System, and created mechanisms intended to help workers recover unpaid wages. But changing a law does not automatically change the balance of power in a workplace. The ILO itself has reported that some workers still face retaliation when they try to leave an employer. An employer may cancel a worker’s residency permit or file a false “absconding” complaint, claiming that the worker has illegally left the job. Such actions can create serious problems for a migrant whose ability to remain and work legally in Qatar still depends on government procedures connected to employment. (ILO Web Apps)

Human Rights Watch has gone further, arguing that important parts of employer control remain in practice. Its 2026 World Report says workers can still face obstacles when changing jobs and reports continued passport confiscation, illegal recruitment fees, wage abuse, and weak enforcement. It also says some workers are effectively required in practice to obtain signed documents from their former employer even though the NOC requirement was formally abolished. Qatar’s reforms are therefore real, but critics argue that the ability to use those rights can still depend heavily on how employers and government agencies apply the rules. (Human Rights Watch)

Wages provide another example of the difference between a system and its implementation. Qatar introduced electronic wage monitoring and a fund designed to support workers when employers fail to pay them. Yet Human Rights Watch reported in late 2025 that workers at some labor-supply companies were still experiencing delayed or unpaid wages, partly because contractors themselves had not been paid by larger companies or government-linked clients. A worker may have a legal right to a salary, but that right provides little immediate protection if enforcement and compensation take months. (Human Rights Watch)

This does not mean the reforms achieved nothing. Removing the NOC and most exit permits changed rules that had given employers extraordinary legal power, and hundreds of thousands of workers have used the new job-transfer system. The ILO continues to work with Qatar under a renewed cooperation program, and its 2026 overview describes the reforms as a significant shift in migrant-worker protection and labor mobility. At the same time, both international institutions and rights groups continue to identify gaps between the rules and workers’ everyday experiences. (国際労働機関)

Perhaps, then, asking whether Qatar has “abolished kafala” produces an answer that is too simple. Important parts of the old sponsorship system have been removed from the law. But a power imbalance can survive through recruitment debt, fear of retaliation, control over documents, dependence on an employer, and difficulty obtaining legal remedies. Reform is not only the moment when a government changes a rule. It is also the longer process of making sure that an ordinary worker can actually use the freedom that the new rule promises.
