The recent congressional vote on military assistance to Israel revealed more than a disagreement over one funding proposal. It exposed a widening division inside the Democratic Party over the war in Gaza, the conduct of Israel’s government, and the conditions the United States should attach to its support for a close ally.

Moderate Democrats place greater emphasis on Israel’s security. They worry that a major reduction in assistance could weaken Israel’s ability to defend itself. If armed groups or hostile governments concluded that Israel had become more vulnerable, they might become more willing to launch attacks or intensify regional conflict. Moderate lawmakers also point out that a sweeping funding cut could remove defensive support along with weapons whose use has attracted criticism.

The disagreement is therefore not simply between people who support Israel and people who oppose it. Many Democrats who strongly criticize Prime Minister Benjamin Netanyahu’s government still support Israel’s existence and its right to defend itself. Their objection is directed at the current government’s policies, the conduct of the war, and what they see as insufficient efforts by the United States to hold that government accountable for its military actions.

Even members who want major policy changes may therefore consider the complete removal of security assistance too broad.
