A windfall profit is not simply a large profit. It is an unusually high return caused mainly by an unexpected price shock, rather than by a company becoming more productive or developing a successful new product. Wars, supply disruptions, or sudden changes in global demand can sharply increase energy prices and create such profits.

The UK has also proposed a permanent system that would automatically apply when oil and gas prices become unusually high.

However, critics warn that a windfall tax may discourage companies from investing. Oil and gas projects often require billions of dollars and may take many years to produce a return.
