In August 2026, Meta agreed to settle lawsuits brought by 51 US states and territories over the effects of Facebook and Instagram on children. The agreement requires Meta to pay billions of dollars and change important parts of its platforms for users under 18. It is one of the largest settlements ever reached between US states and a technology company. However, the size of the payment is only one part of the story.

The states had alleged that Meta designed features to keep young people using its platforms for long periods. Meta has denied wrongdoing and says that it has already introduced measures intended to protect younger users.

To understand the agreement, it is important to distinguish a settlement from a court judgment. A settlement ends a legal dispute through an agreement between the parties. It does not mean that a court decided that the company broke the law. Meta did not admit that the states’ allegations were true, and the trial ended before a final judgment. Companies may settle because they want to avoid the cost, uncertainty, and public attention of continuing a case—not necessarily because they accept every accusation against them.

Under the official agreement, Meta will pay at least $12.1 billion over ten years. The amount could rise to $17.1 billion, but the additional $5 billion will depend on what other social media companies do. If Snapchat, TikTok, and YouTube agree to similar protections and payments, Meta will pay the higher amount and introduce even tighter controls. The unusual arrangement gives state governments a financial reason to pursue similar agreements with Meta’s competitors.

The changes to Facebook and Instagram are extensive. Meta will limit combined daily use of the two platforms to two hours for young users and introduce pauses after long periods of scrolling. Access to feeds will be blocked from midnight to 6 a.m., while notifications will be silenced overnight and during school hours. Visible “like” counts will be hidden, some beauty filters will be limited, and stronger controls will be introduced for content involving bullying, eating disorders, suicide, and self-harm.

Meta must also improve its parental controls and age-checking systems. The changes will be phased in rather than introduced all at once. Some feed changes are expected within a few months, while major age-assurance requirements may take up to a year. An independent auditor will examine whether the company has properly introduced the protections, and the participating states will oversee compliance.

Its terms may therefore shape expectations for the entire social media industry and function like a national policy in practice.

The central question is not whether Meta now cares about children. It is whether these rules will produce meaningful protection—and who should decide what online protection requires.
