International comparisons have estimated that Norwegian workers take about 5.7 weeks of sick leave a year. The figure for Germany is around 3.5 weeks. Yet OECD records for compensated sickness absence do not provide a comparable figure for Japan. Does that mean Japanese workers are healthier than Norwegian or German workers? Not necessarily. It may simply mean that illness appears differently in each country’s statistics.
国際比較では、ノルウェーの労働者は年間約5.7週の病欠を取ると推計されています。ドイツの数字は約3.5週です。しかし、補償された病気欠勤に関するOECDの記録は、日本について比較可能な数字を提供していません。それは、日本人労働者がノルウェーやドイツの労働者より健康だということを意味するのでしょうか。必ずしもそうではありません。単に、病気が各国の統計に異なる形で現れているだけかもしれません。
Norway has one of the world’s strongest sick-pay systems. Most employees can receive their full income, subject to certain limits, for up to a year. German employees are generally entitled to continued payment of their wages for the first six weeks of an illness. When workers can stay home without immediately losing their income or jobs, their illnesses are more likely to appear in official records. A high number can therefore be a sign of strong protection as well as poor health.
ノルウェーは、世界で最も強い病欠手当制度の一つを持っています。ほとんどの従業員は、一定の上限のもとで、最大1年間、全収入を受け取ることができます。ドイツの従業員は一般に、病気の最初の6週間、賃金の継続支払いを受ける権利があります。労働者がすぐに収入や仕事を失うことなく家にいられるとき、その病気は公式記録に現れやすくなります。したがって高い数字は、健康状態の悪さだけでなく、強い保護の印でもありえます。
Japan uses a different system. Japanese law does not provide workers with a separate nationwide right to paid sick leave for ordinary illness. Some companies offer it voluntarily, but others do not. A worker with a cold or fever may use annual paid leave, take unpaid leave, or continue working. As a result, the absence may never be recorded as “sick leave.”
日本は異なる制度を使っています。日本法は、通常の病気について、労働者に全国一律の有給病欠の権利を別途与えていません。一部の企業は自主的に提供しますが、他はしません。風邪や発熱のある労働者は、年次有給休暇を使ったり、無給休暇を取ったり、働き続けたりするかもしれません。その結果、その欠勤は「病欠」として記録されないことがあります。
Longer illnesses receive different treatment. Eligible employees covered by Japanese health insurance can receive a sickness allowance after three consecutive waiting days. The payments generally begin on the fourth day, replace roughly two-thirds of the worker’s standard pay, and may continue for a total of up to 18 months. This system can cover a serious illness, but it does not create one clear national record of every short absence from work.
より長い病気は異なる扱いを受けます。日本の健康保険の対象となる適格な従業員は、連続する待機日3日のあと、傷病手当金を受け取れます。支払いは一般に4日目から始まり、労働者の標準的な給与のおおよそ3分の2を置き換え、合計で最大18か月まで続くことがあります。この制度は重い病気をカバーできますが、仕事からのすべての短い欠勤についての一つの明確な全国記録は作りません。
Long illnesses can also drive national averages upward. Imagine a cancer patient who misses 200 working days but remains employed and receives sickness benefits. All 200 days may enter the sick-leave statistics. In a country with weaker protection, a person with the same illness may lose or leave the job and disappear from employment-based records. The second country then reports fewer sick days, although its worker is no healthier.
長い病気はまた、国の平均を押し上げることもあります。200労働日を欠勤しながらも就業を続け、傷病給付を受け取るがん患者を想像してください。その200日すべてが病欠統計に入るかもしれません。保護が弱い国では、同じ病気の人が仕事を失うか離れ、就業に基づく記録から消えるかもしれません。そのとき第二の国は、労働者はより健康ではないのに、より少ない病欠日数を報告します。
Low figures can hide another problem. Some people cannot afford to lose even one day’s pay, so they show up for work while ill. This is known as presenteeism. They may infect colleagues, make mistakes, or take longer to recover. What looks like excellent attendance may actually be a workplace in which people do not feel able to rest.
低い数字は、別の問題を隠すこともあります。一部の人は1日分の給料さえ失う余裕がなく、病気でも仕事に出てきます。これはプレゼンティーイズムとして知られています。彼らは同僚に感染させたり、ミスをしたり、回復により長くかかったりするかもしれません。優れた出勤率に見えるものは、実際には人々が休めないと感じる職場かもしれません。
The lesson is simple: before comparing sick-leave numbers, we need to know how each country classifies an absence and what happens to a worker who cannot work. The figures do not only reflect health. They also show whether income is protected, whether employment continues during a long illness, and whether workers can stay home without fear. Fewer sick days do not always mean healthier workers.
教訓は単純です。病欠の数字を比較する前に、各国が欠勤をどう分類するか、そして働けない労働者に何が起きるかを知る必要があります。数字は健康だけを反映するのではありません。収入が守られているか、長い病気のあいだ就業が続くか、労働者が恐れずに家にいられるかも示します。病欠が少ないことは、必ずしもより健康な労働者を意味しません。
